Charlie Woodworth
Executive Director
Charlie Woodworth joined Greater Franklin Development Council as the Executive Director in September of 2017.
Charlie brings a wealth of practical experiences with him to lead the economic development efforts for Franklin County.
Most recently Woodworth has been leading the Franklin County Broadband Initiative which aims to create access to reliable high-speed internet throughout Franklin County. This has required broad outreach to, and buy-in from, towns, businesses, and citizens. Woodworth formerly served as the Executive Director of Maine Huts & Trails where he successfully led that organization through a four-year period of significant growth. As an entrepreneur, Woodworth has an appreciation for the challenges facing business owners. As an outdoor enthusiast, he also recognizes the tremendous natural assets that Franklin County offers and the potential for a growing tourism economy. Woodworth stated, “This is a pivotal time for GFDC. I am excited by the challenges and by the opportunities for the communities of Franklin County.” Charlie and his wife Merrie reside in Freeman Township.
Joel Gilbert
Program and Operations Coordinator
Over the past two decades, Joel Gilbert has built a diverse background as a small business owner, contractor, farmer, landlord, mentor, community volunteer, musician, and lifelong learner.
Throughout a multifaceted career, Joel has gained hands-on experience in construction, food, retail and wholesale distribution, farming, property management, administration, finance, human resources, and organizational leadership. Joel is passionate about helping businesses develop effective systems, strengthening teams, and establishing foundations for long-term success.
Community involvement has remained a central focus. As an active member of the Chamber of Commerce and a participant in local planning initiatives, Joel has contributed to economic development efforts and supported the growth and success of fellow business owners.
Outside of professional endeavors, Joel values faith, family, the outdoors, and creative expression. Activities such as hiking, snowmobiling, songwriting, and playing piano provide both inspiration and balance.
Joel's goal has never been solely to build successful businesses, but to strengthen communities, create opportunities for others, and leave a positive and lasting impact wherever possible.
Jenny Baxter
Office Manager/Bookkeeper
Jenny Baxter joined the team in March of 2026 as the Office Manager and Bookkeeper, bringing with her an expertise in QuickBooks Online.
Born and raised in Franklin County, Jenny prides herself in being able to help others and giving back to the community that helped raise her. She hopes to introduce "Tech Tuesdays" in the near future for entrepreneurs who are looking to get assistance with QuickBooks Online in a one on one setting so that they may be more confident in their own abilities.
